Eligibility of Town and Parish councils for various business grants
- Town, Parish and Community Councils are not eligible for the Retail, Leisure and Hospitality Grant Fund (RLHGF) (excluded as a precepting authority; para 24 of the RHLGF Guidance, and section 47 of the Local Government Finance Act 1988).
- Town, Parish and Community Councils are eligible for the The Small Business Grant Fund (SBGF), if they meet all the scheme criteria (the precepting authority exclusion does not apply here and they are in theory eligible for small business rate relief or rural rate relief, see para 16 & 19 of the SBGF Guidance).
- Town, Parish and Community Councils are eligible for the Local Authority Discretionary Grant Fund (LADGF) if they meet all the scheme criteria (the precepting authority exclusion does not apply here, neither is there any link to small business rate relief or rural rate relief).
- Where Town, Parish and Community Councils are the owners or beneficiaries of separate legal entities such as trusts they may indirectly benefit from any grants issued to those undertakings, where the undertaking meets the scheme eligibility criteria (because eligibility is assessed on the basis of the separate legal entity). Councils that do not meet this criteria should not have received this grant funding. Where grant funding has been paid this was done so in error and will be subject to clawbacks or will be paid from Local Authority resources.
