Tax and NIC Treatment of Clerks’ Expenses and Benefits
A summary of the way that HMRC deals with various 'benefits' provided to clerks and other employees of local councils and how expenses that they incur are dealt with.
Clerks need to be clear about the tax treatment of benefits and expenses, not just because of their own tax liability but also because of the reporting requirements imposed on the local council as employer.

Legal Briefing L08-18 Judicial Review Claim Brought Against Ledbury Town Council
The CEOs of the National
Association of Local Councils, Jonathan Owen, and of the Society of Local
Council Clerks, Rob Smith, have considered the implications of the high court
judgment on a judicial review claim by a Councillor against Ledbury Town
Council and sent a joint letter to the Government and
the Committee on Standards in Public Life and Local Government
Association, to voice concerns and request urgent talks.
NALC has also published new legal guidance on the subject, which includes
a summary of the case and its implications, as the decision confines most
complaints about councillors to the code of conduct process.
