NALC receives many requests for advice from councils who want to know if they can take on somebody (such as the clerk) "on a self­employed basis". The reason is often administrative: if a council takes on an employee, it will be responsible for deducting tax and National Insurance Contributions (NICs) whereas a self­employed person is generally responsible for paying his or her own tax and NICs.
